Changing times

On 1 April 2012 the TSA (Tenant Services Authority) closed and transferred it’s regulation functions to the Regulation committee of the HCA (Homes and Communities Agency).

One of the TSA’s main strategic objectives for 2011/12 was to ensure that they developed the regulatory framework to ensure that it reflected the changes to regulation required by government and incorporated into the Localism Act 2011.

The TSA Board met on 21 March 2012 to consider the responses to the consultation which was carried out earlier in the year. In reaching this decision, they consulted the new HCA Regulation Committee members. As a result, and having taken account of those responses, the TSA Board have approved a revised Regulatory Framework which has now been published.

The framework sets out clearly how the HCA as regulator will take forward its principal task as economic regulator, and its backstop role as a consumer regulator for social housing. The TSA have made some changes to its consultation proposals, including the standards. In particular, they have listened to the comments made on the proposed value for money standard, and believe that the standard we have now determined sets out a clear set of expectations for private registered providers.
